      The Office of Advocacy (Advocacy) has received your letter of January 8, 2009 
regarding the Small Business Advocacy Review Panel (Panel) for the proposed combined 
rulemaking on Industrial, Commercial, and Institutional Boilers.  We received the letter 
electronically on January 15, 2009. 
         
      Advocacy generally concurs with the preliminary list of Small Entity 
Representatives (SERs) that EPA has identified for the Panel process.  We understand 
that EPA would like to convene the Panel on January 22, 2009.  We look forward to 
working with you through this process.
